The National Disability and Advocacy Framework and Work Plan 2023-2025 were developed by the Australian, state and territory governments, in consultation with people with disability, families, carers, disability advocacy providers and disability representative organisations. National Disability Advocacy Framework 2023 – 2025

On 21 April 2023, Disability Ministers endorsed the new National Disability Advocacy Framework 2023-2025 (NDAF) and associated Disability Advocacy Work Plan (Work Plan).

The new National Disability Advocacy Framework commits governments to work together to improve national consistency and access to advocacy services for people with disability across Australia.

The National Disability Advocacy Framework and Work Plan were developed by the Australian, state and territory governments, in consultation with people with disability, families, carers, disability advocacy providers and disability representative organisations.

Public consultation on the National Disability Advocacy Framework was completed from 8 April to 8 July 2022. Further information on the public consultation can be found on the DSS engage website.

The Disability Advocacy Work Plan (Work Plan) identifies shared priority work areas for the Australian, state and territory governments, to work on together to support the outcomes in the National Disability Advocacy Framework.

Demand and Gap Analysis Project Summary

In March 2020, the Department of Social Services (DSS) engaged a consultancy firm, ASK Insight, to lead a demand and gap analysis of ‘independent disability advocacy and decision-making supports’ to better understand the disability advocacy landscape since the implementation of the National Disability Insurance Scheme (NDIS).

The project was finalised in December 2020 and demonstrates a point-in-time snapshot of disability advocacy nationally. The final report included a recommendation that the previous version of the NDAF, endorsed in 2012, should be updated.
